Vice President, Regulatory Affairs
Patrick Ehrbar joined Avista in 1997 as a contractor and became a full-time employee in 1998 as a Demand Side Management Analyst and Program Manager. In 2000, he moved to the Account Executive team, where he served as a business liaison for large commercial and industrial customers, primarily in Spokane. In that role, he supported major redevelopment and customer projects, including downtown Spokane revitalization efforts, Kendall Yards and utility privatization at Fairchild Air Force Base.
In 2007, Patrick joined the Regulatory Affairs team, advancing from regulatory analyst to Manager of Rates and Tariffs. In this role, he served as a company witness in numerous regulatory proceedings, including matters related to revenue requirements, regulatory policies, and other corporate initiatives. In 2017, he was promoted to Director of Regulatory Affairs.
Patrick’s depth of regulatory knowledge, customer focus and collaborative leadership have made him a trusted leader across Avista. As Vice President, Regulatory Affairs, he leads regulatory strategy that supports customers, strengthens stakeholder confidence and advances the company’s long-term business objectives.
Patrick holds a Bachelor of Business Administration in Finance and Economics and a Master of Business Administration in Business Administration from Gonzaga University. He is a graduate of Leadership Spokane and has completed executive education through the Willamette Executive Utility Management Program.
